Scope and Contents

Per Bridges, "When I became Commander of AFFTC at Edwards AFB CA, I came from the AFSC headquarters where I was the Director of Test and Resources. While there, the DoD was trying to reap the dividends from the end of the Cold War and wanted to reduce the test infrastructure among the joint services. After my arrival at Edwards, I started an initiative with my Navy counterpart at Point Mugu, Admiral Newman to explore the idea of consolidating our ranges into a Western Range Complex to be jointly managed. These ideas got a lot of traction but eventually became enmeshed in the Base Realignment and Closure (BRAC) process and died out because the services all sought to protect their prized test locations and resisted the joint management idea."
